Zest runtimes

As Zest is written in JSON it requires a runtime in order to be evaluated.

The following runtimes are available:

Java: https://github.com/mozilla/zest - this is the reference implementation

The following runtimes are planned or an an early stage of implementation:

Javascript: https://github.com/darkowlzz/zest-runner

https://github.com/darkowlzz/zest-cli - this is the zest-cli of js based runner.
Python: No code available yet
